In 1999, Duque started his professional career as a consultant in the Andean Development Corporation; he later served as an advisor at the Colombian Ministry an advisor at the Colombian Ministry of Finance and Public Credit until around 2002. During this time, he also worked for the Inter-American Development Bank, staying in the position until around 2013; Duque had different positions for the bank, including Senior Adviser to the Executive Board for Colombia, Peru and Ecuador, Advisor to the Presidency, and chief of the Division of Culture, Solidarity, and Creativity.
